Putting a Checklist on a record allows fields to appear to be on the record but the record itself is not changed (thus you're not customizing OOB tables).

What is a Checklist Assignment record?
The Checklist Assignment record (also sometimes called a Checklist Record) is an option available to developers when building Flows or Workflows as an cost-saving alternative to Tasks and Approval Requests when work needs to be assigned to "non-Fulfiller" groups.
 
These records allow "Non-Fulfiller" groups to complete work in Flows / Workflows without consuming ITSM Fulfiller or Business Stakeholder subscriptions.
 
Any user in the system, even those without roles, can be assigned Checklist Assignments.
What is a Checklist Approval?

Checklist Pro provides the ability to create a “Checklist Approval” (a checklist record identified as being for approvals) through the Flow Designer as well as by the legacy Workflow editor.

Checklist Approval

Just as with the out-of-the-box ServiceNow approvals, Checklist Approval users receive email notifications of the record being assigned to them and users can similarly find any open Checklist Approvals through the main menu of Employee Center, the Service Portal or on the classic UI Forms.  Checklist Approvals can also accept responses by email, but only if there are no uncompleted required Checklist Items on the Checklist Approval.

Checklist Approvals do NOT require a Business Stakeholder role; thus, Checklist Approvals can offer a cost avoidance to customers, enabling them to invest in other areas of the ServiceNow platform.

Business Stakeholders can view reports and dashboard with ITSM data. If users need to view ITSM data that is not their own, then they will likely still need to be Business Stakeholders.

Checklist Pro provides an assessment tool to help customers decide which, if any, Business Stakeholders can be converted back to Requester status.  The assessment tool looks at the 1-year history of approvals and report viewing habits of users.
